Historical Context: Sacramento Superior Court Declaration of Intention to Become Naturalized Citizen, Volume 25, page 381, 1949. Not until after World War II were Japanese allowed to become naturalized citizens of the United States. This man, Hikotaro Inaba, was one of the first to do so. Note that he came to the United States in 1902.
